What is DHT used for?

What exactly is DHT used for? Why do we need it in RS?
I don't see the point.

The point is that if you change IPs, your friends may not be able to find you again. With the DHT, they can. This is especially useful in the case where both you and your friends are firewalled. The DHT in used in this case to sync UDP connexion attempts.
